The policy-making process involves different arms of government and agencies with each having peculiar methods to making policies. Congress makes policies through introduction, debates, and vote on bills to become laws. The presidency is the executive branch of the government and has the power to persuade lawmakers and the public on a policy agency as well as the use of executive orders to pursue a policy goal. The court, however, makes policy through judicial decisions and opinions on matters before the court.
